Who has the authority to drop statutory charges?

21-year-old has consensual with a 15-year-old. No force or coercion involved. Parents tell the police and he's charged, the "victim" is told she can't drop charges and neither can her parents. Both the victim and the 21-year-old have given statements and its now in the hands of the DA
