Do you think if you bloom later? as in experience?

That you are more adept to moving a lot faster? For example, by age 20, if you never kissed anybody and had a boyfriend, I feel as though they would move into a lot faster then a 14 year old kissing somebody. Even if the two age groups just had their first kiss.
