In Fallout 3 I let the Feral Ghouls into Tenpenny Tower Now I can't Get Them Out Again!?

I've left the tower for and waited for days but they just won't leave! When I talk to Roy Phillips he says something about slaughtering humans but I've checked the tower over and over and everyone is dead! The most annoying thing is I can't access my room with all of my possessions in it! How can I get rid of the Ferals (I've tried killing them all)
